Diy lady gaga halloween costume?

sooo im considering being lady gaga for halloween this year, but im not sure whatt to get.
i already have shoulder length blonde hair, but i'm not too interested in some of her looks because im on a budget and it will probably be 50 degrees outside on halloween.
can anyone show me what i should wear without looking like a skank?
